Dr. Charlene Flash is the Associate Chief Medical Officer for Legacy Community Health, the largest Federally Qualified Health Center in Houston, TX. A highly sought-after national expert on the implementation of HIV pre-exposure prophylaxis, Dr. Flash developed one of the first comprehensive HIV prevention programs in the United States to prescribe HIV pre-exposure prophylaxis (PrEP) to high-risk heterosexuals and men who have sex with men (MSM) in a real-world setting outside the context of a demonstration project or clinical trial. Dr. Flash served as the Assistant Medical Director of HIV Prevention Services for Harris Health System and provided primary care to a large panel of patients with HIV at Thomas Street Health Center. Dr. Flash complements her administrative and clinical engagement with research on HIV testing, prevention and treatment, health care disparities and implementation science. She maintains a voluntary clinical faculty appointment at Baylor College of Medicine as an Assistant Professor of Medicine in the Division of Infectious Disease.  Dr. Flash is a graduate of Yale University and of Rutgers Robert Wood Johnson Medical School. Dr. Flash received her master’s in public health from Rutgers School of Public Health. Dr. Flash completed Medicine-Pediatrics residency at Brown University and adult infectious disease fellowship at Harvard - Beth Israel Deaconess Medical Center.

1. Utilize US Public Health Service (USPHS)/US Centers for Disease Control and Prevention (CDC) clinical practice guidelines: Preexposure Prophylaxis for the Prevention of HIV infection in the United States to appropriately screen and determine eligibility for PrEP
2. Initiate a patient-provider dialog regarding sexual health and conduct a sexual behavior assessment 
3. Implement appropriate HIV-prevention strategies for initiation and monitoring of patients on PrEP
4. Demonstrate understanding of the burden and epidemiology surrounding HIV risk and transmission
